摘　　要：应急广播系统运维质量分析评价是考查系统运维情况和使用情况的重要依据。由于应急广播体系跨越地区行政层级较多、跨域省市贫富不均,应急广播运行质量难免存在差异过大的现象,为满足应急广播运行服务质量在区域间协调和群体间一致的需求,需要提供一种应急广播系统运维质量分析评价的技术手段,以便各地广播电视行政管理部门确定应急广播系统运维质量要求。本文将初步对应急广播运维质量分析评价系统的架构与工作流程进行初步分析与探索。Analysis and evaluation of operation and maintenance quality of emergency broadcasting system is an important basis for examining operation and maintenance and use of the system.As emergency broadcasting system spans many administrative levels and the rich and poor are uneven in different provinces and cities,operation quality of emergency broadcasting is inevitably too different.In order to meet the needs of coordination between regions and consistency between groups,it is necessary to provide a technical means for analysis and evaluation of operation and maintenance quality of emergency broadcasting system,so that radio and television administrative departments can determine operation and maintenance quality requirements of emergency broadcasting system.This paper will initially analyze and explore framework and workflow of emergency broadcasting operation and maintenance quality analysis and evaluation system.
