新疆贫困地区产业融合模式与发展建议

摘　　要：新疆贫困发生率高、贫困程度深,减贫成本高,脱贫难度大。农村一二三产业融合发展是精准扶贫、精准脱贫的重要手段,是拓宽农民增收渠道、加快转变农业发展方式、构建现代农业产业体系、促进农村繁荣的重要途径。为新疆贫困地区产业融合发展提供理论支持,通过对新疆南北疆8个贫困县市的实地走访调研,分析现行新疆贫困地区主要的产业融合发展模式,借鉴国内先进省区(市)经验做法,认为适用于新疆贫困地区发展的、可复制的融合模式有产业链延伸型、农商互联型、农业功能拓展型、产业园区集聚型、“特色产业+扶贫模式”型5种,并提出新形势下要明确加快新疆贫困地区产业融合发展的思路、差异化选择产业融合模式、夯实融合发展基础、创新利益联结机制、强化保障措施等方面的产业融合发展建议。Xinjiang has a high incidence of poverty and a deep level of poverty.The cost of poverty reduction is high and poverty alleviation is difficult.The integrated development of primary,secondary and tertiary industries in rural areas is an important means for targeted poverty alleviation and poverty alleviation.It is an important way to broaden farmers’income increase channels,accelerate the transformation of agricultural development methods,build a modern agricultural industry system,and promote rural prosperity.In order to provide a theoretical support for the development of industrial integration in poverty-stricken areas in Xinjiang,through field visits and investigations in eight poor counties and cities in the north and south of Xinjiang,the current main industrial integration development models in poverty-stricken areas in Xinjiang were analyzed,and the experience and practices of advanced domestic provinces(cities)were used for reference.It is believed that there are five types of integration models that can be replicated for the development of poverty-stricken areas in Xinjiang,including industrial chain extension,agricultural and commercial interconnection,agricultural function expansion,industrial park clustering,and special industry+poverty alleviation model.Meanwhile,suggestions on industrial integration development were proposed as follows,under the guidance of accelerating industrial integration development in poverty-stricken areas in Xinjiang,differentiated selection of industrial integration models,consolidating the foundation for integrated development,innovating interest linkage mechanism and strengthening safeguard measures.
