应急管理中政区治理的关联逻辑及其内在困境

摘　　要：政区治理从制度形式、政策理念以及细分要素上都与应急管理有关联,然而在研究应急管理的诸多视角中还缺乏对政区治理的系统思考。从政区治理各要素在应急管理中的行动逻辑来看,至少存在应急事务无边界与政区治理有边界的矛盾、大规模易于疫情扩散与小规模治理能力弱化的矛盾、常态需要多层级与应急要求扁平化之间的矛盾、应急管理所需的精细分类与政区建制类型缺乏和转换失序之间的矛盾等内在困境。在四个政区要素的双重困境分析中,本文也初步探讨了完善应急管理体系和优化行政区划设置的改革路径。District governance is related to contingency management in terms of system form, policy concept, and subdivision elements. However, there is still a lack of systematic thinking on district governance in many perspectives of contingency management. According to the action logic of each element of district governance in contingency management, there are at least the inherent dilemmas of the tension and balance between borderless contingency affairs and district governance, the tension and balance between large-scale epidemic spread and small-scale governance capacity weakening, the balance between the normal need of multi-level and contingency flattening, the lack of fine classification of contingency management, and the lack of administrative district system type. In order to improve the contingency management system and optimize the administrative division, it is necessary to find the corresponding reform path from these double dilemmas.
