摘　　要：首先分析广州市新型研发机构的基本情况、体制机制建设、技术创新以及共建研发机构的发展特点,然后从经费投入、经费支出、经费监管角度分析了广州市新型研发机构经费管理及监督特点。基于上述分析,总结了广州市新型研发机构存在的主要问题,并在体制改革、政策支持、经费管理和监督管理4个方面提出了建议,为其发展精准施策提供参考。Firstly,this paper analyzes Guangzhou new R&D institutes’basic situation,institutional mechanism construction,technological innovation and the development characteristics of the co-established R&D institutes,and then analyzes their characteristics of fund management and supervision from the perspectives of fund input,expenditure and supervision.Based on the above analysis,the paper summarizes the main existing problems and makes recommendations from the aspects of institutional reform,policy support,fund management and supervision,so as to provide references for precise policy execution of Guangzhou new R&D institutes.
