全域土地综合整治导向下的实用性县域乡村建设规划路径探索——以安徽省界首市为例

摘　　要：全域土地综合整治是落实习近平总书记“千村示范、万村整治”重要批示精神的重要战略任务。本文首先围绕农用地整理、建设用地整理和乡村生态保护修复三个方面,梳理了全域土地综合整治与相关空间规划的关系。接着以安徽省界首市为例,结合当地开展县域乡村建设规划和全域土地综合整治中村庄建设用地整理实际工作遇到的问题与解决思路,尝试从提高项目实用性的角度出发,从科学预测乡村人口、分类施策制定整治原则、多维视角构建乡村建设适宜性评价模型、刚弹结合构建镇村体系结构、上下联动优化村庄布局、统筹协调三线空间冲突、用活指标支撑乡村振兴七个方面探索了全域土地综合整治导向下的实用性县域乡村建设规划研究思路,以期为国内其他地区探索全域土地综合整治与相关空间规划的衔接、全面纳入国土空间规划体系提供思路上的借鉴。The comprehensive land consolidation is an important strategic task to implement Xi Jinping's important spirit of'thousand villages demonstration and ten thousand villages renovation'.In this paper,the relationship between comprehensive land consolidation and relevant spatial planning is reviewed in three aspects:farmland consolidation,construction land consolidation and rural ecology restoration.Then,taking Jieshou City of Anhui Province as an example,combined with the problems and solutions encountered in the actual work of rural construction land consolidation in county-level rural construction planning and comprehensive land consolidation,from the perspective of improving the practicability of the project,this paper explores the practical research ideas of county rural construction planning under the guidance of comprehensive land consolidation from seven aspects:scientifically predicting rural population,classifying and implementing remediation principles,building the suitability evaluation model,building town and village system structure,optimizing village layout through linkage between upper and lower levels,coordinating spatial conflicts among three lines,and supporting rural revitalization with flexible indicators,so as to provide reference to the exploration of the connection between comprehensive land consolidation and related spatial planning for other regions in China,and bringing it into the land space planning system.
