摘　　要：供给侧结构性改革下要加强粮食流通监管,提升粮食供给能力,确保粮食供需平衡。要创新粮食流通模式,加强粮食运输管理,提升粮食企业竞争力。全面实施依法治粮,不断提升监管效率。健全粮食应急体系,增强应急供应能力。要实施加强组织领导、加强规划衔接、加强资源保障、加强队伍建设、加强监督考评等保障措施。under the supply side structural reform,it is necessary to strengthen the supervision of grain circulation,improve the grain supply capacity,and ensure the balance of grain supply and demand.We should innovate the mode of grain circulation,strengthen the management of grain transportation,and enhance the competitiveness of grain enterprises.We will comprehensively implement grain management according to law and continuously improve the efficiency of supervision.We should improve the grain emergency system and enhance the emergency supply capacity.It is necessary to implement such safeguard measures as strengthening organizational leadership,strengthening planning convergence,strengthening resource guarantee,strengthening team building,and strengthening supervision and evaluation.
