对黑龙江省生态环境准入清单编制研究

摘　　要：在全国深入推进“三线一单”工作的背景下,各省份按照《技术指南》编制生态环境准入清单(即“一单”)的同时,需结合工作实践,积极探索创新工作方法。文章以黑龙江省为研究对象,采用将行政边界与生态、水、大气、土壤、资源能源等各类生态环境空间分区进行叠加聚类的方法,划定环境管控单元。针对不同管控单元,将各要素管控要求与生态环境保护要求及各类规划相结合提出管控要求,形成生态环境准入清单。以期为黑龙江省的环境规划与管理提供一定参考。Under the background of deepening the work of“three lines and one list”in the whole country,all provinces should actively explore innovative working methods in combination with work practice while compiling the list of ecological environment access according to the Technical Guide.In this paper,Heilongjiang Province is taken as the research object,and the administrative boundary and various ecological environment spatial partitions such as ecology,water,atmosphere,soil,resources and energy are superimposed and clustered to delimit the environmental management and control unit.According to different management and control units,the paper puts forward management and control requirements by combining the management and control requirements of various elements with ecological environment protection requirements and various plans,and form an ecological environment access list in order to provide some reference for environmental planning and management in Heilongjiang Province.
