摘　　要：本文从宏观、介观和微观3个方面研究我国的技贸措施应对工作,提出了我国技贸措施应对的三角形模型,创新性地引入技贸调查中样本企业参与技贸应对工作的积极性评价占比这一概念性衡量工具。结合近年开展的3次技贸措施影响专项调查的数据,分析了技贸措施应对中企业的积极性评价占比。研究结果表明,技贸措施应对的三角形模型符合我国当前的技贸措施工作实践经验,积极性评价占比可以较好评价当前企业参与技贸应对工作的积极性。目前,企业的积极性还处于较低水平。This article observes China's measurement for technical trade measures in three different aspects:macro,meso and micro.On the fore-mentioned basis,it proposes a triangular model for the explanation of technical trade measures,and introduces an evaluation tool to evaluate the percentage of sample enterprises’positive strength for participating in technical trade measures tackling procedure in the technical trade measures investigations.Combined with the data from the three special investigations on the impact of technical trade measures,it analyzes the percentage of sample enterprises’positive strength for participating in technical trade measures in details.The research results show that the triangle model of technical trade measures is very consistent with China’s current practical experience in technical trade measures.The percentage of sample enterprises’positive strength for participating in technical trade measures is effective for the evaluation.And the current positive strength of enterprises to participate in technical trade measures is still at a relatively low level.
