摘　　要：促进商业养老保险与养老服务融合发展,是破解商业养老保险市场困境、助推高质量养老服务体系建设的适宜政策选择。本文摒弃“政府-市场”的二分法,引入混合组织治理机制,依据财产权的集约化程度和决定权的离散程度,构建了混合组织治理、市场制和层级制的统一分析框架,分析了纯粹市场制和层级制治理机制下商业养老保险与养老服务的融合困境。论文创新性地引入“混合组织资源占用”和“混合组织资源供给”两个核心概念,建构市场制、层级制和混合组织三者之间的演化逻辑,分析重资产模式和轻资产模式的治理难题,提出以客户为中心、依托于社区组织的互联网轻资产模式才是商业养老保险与养老服务融合发展的正确路径。Promoting the integrated development of commercial old-age insurance and elderly services is an appropriate policy choice to solve the problem of commercial old-age insurance and boost the construction of a high-quality elderly services system. This paper goes beyond the "government-market" dichotomy and introduces the concept of governance mechanism for hybrid organizations. It constructs an analytical framework of hybrid organizations governance, market governance and hierarchical governance based on the concentration of property rights and power of decision-making, and analyzes the obstacles in integrating commercial old-age insurance and elderly services under the pure market or hierarchical governance mechanism. Then, the paper innovatively introduces two core concepts, "resource occupation of hybrid organizations" and "resource supply of hybrid organizations", constructs the evolution logic among the market system, hierarchy system and hybrid organization, and analyzes the problems of governance in asset-oriented model and asset-light model. Finally, the paper puts forward that the client-centered and asset-light Internet model based on community organizations is the correct choice for the integrated development of commercial old-age insurance and elderly services.
