摘　　要：基于对全球电信设备监管模式的研究,剖析了政府管理、第三方认证、行业监管和企业自律等多种管理方式和发展历程,提出政府监管是电信设备管理不可或缺的组成部分。从管理目标、管理机构、管理范围和管理方式上,不同国家有所差异,但主要目的都是为了保障电信网络安全和互联互通,保护公众利益和电磁安全。Based on the research on the regulatory model of telecommunication equipment in the world,this paper analyzes the management methods and development process of government management,third-party certification,industry regulation and enterprise self-discipline,and points out that government supervision is an indispensable part of telecommunication equipment management.It’s different from the management objectives,management institutions,management scope and management methods among different countries,but the main purpose is to protect the telecommunications network security and interconnection,to protect the public interest and electromagnetic security.
