摘　　要：为满足船-岸之间高带宽的通信需求,航运企业通常根据船舶类型、航线分布和通信预算的不同,选择不同的卫星运营商提供相应覆盖范围、流量和资费的VSAT(Very Small Aperture Terminal)卫星通信服务。但是,大型航运企业选择不同的卫星运营商不利于对船舶卫星通信进行统一管理,随着船-岸之间的信息交互日益频繁,其遭受网络威胁的风险日益凸显。对此,有必要开发一种基于VSAT的船舶卫星通信业务系统。该系统通过对接不同卫星运营商基带系统的开放接口,将国内外主流卫星运营商的管理平台与船舶VSAT业务相结合,实现船舶卫星通信业务与数据的统一化管理,满足国家的监管要求和大型航运企业的船-岸卫星通信管理需求,保障船-岸通信的安全性。A wide range of VSAT(Very Small Aperture Terminal)communication services of different coverage,traffic,and charges can be used for high bandwidth communication between ships and shore and they are usually selected according to ship types,route distribution,and communication budget.A management system is necessary to control the selection of the service provider to ensure the security and the data protocol unification.The proposed system connects a selection of major VSAT service providers are home and abroad with an open interface and provides centralized management of VSAT communication service between ship and shore ensuring the security of ship-to-shore communication.
