后疫情时代探索构建社区健康服务网络的SWOT分析——以深圳市福田区为例

摘　　要：社区防控在抗击新冠肺炎疫情中发挥了不可忽视作用,但社区治理也暴露出一些问题和短板。社区健康服务网络作为社区层面的健康服务提供联合体,是打造健康社区的重要发展路径,有利于整合服务资源,优化部门协调,实现功能互补,使居民获得最大的健康产出。结合新冠肺炎疫情的社区防控工作,从健康社区的视角,对后疫情时代建立协同互补的社区健康服务网络进行SWOT分析,为进一步强化突发重大公共卫生事件的整体应急能力乃至治理能力和治理体系提供参考。Community prevention and control played a significant role in fighting COVID-19,but community governance also exposed some problems and shortcomings.As a consortium of health service providers in the community,community health service network is an important development path for building healthy communities,which was conducive to the integration of service resources,the optimization of departmental coordination,the realization of functional complementarity,and the maximum health output of residents.Combined with community prevention and control of COVID-19,it aimed to analyze the establishment of a collaborative and complementary community health service network in the post-epidemic era from the perspective of healthy communities by SWOT,so as to provide references for further strengthening the overall emergency response capability of major public health emergencies,governance capability and governance system.
