住区闲置设施改造为养老设施之潜力评价——以包头市为例

摘　　要：随着老龄化程度的加深,老年人口比例逐渐上升,养老设施的需求量持续激增,而目前养老设施仍存在数量缺乏和质量不足的问题,同时既有住区闲置设施的改造潜力愈渐凸显。文章通过运用层次分析法和模糊综合评价法,构建出了既有住区闲置设施改造为养老设施的潜力评价指标,提出了闲置设施改造潜力等级的评价方法,并以包头市为例,针对包头市既有住区中的闲置设施改造潜力进行了分析计算,据此提出了预判性、类型针对性、系统性3个闲置设施改造潜力评价指标的应用原则。In the age of population aging,and the demand for elderly care facilities are going through a rapid increase.At present,elderly care facilities are insufficient both in quantity and quality.Meanwhile,the potential for the renovation of existing facilities in residential areas gradually showed up.With the help of analytic hierarchy process and fuzzy comprehensive evaluation,a potential evaluation index for transforming idle facilities into elderly care facilities has been constructed,which presenting a way of evaluating the potential level of reconstruction.Taking a community of Baotou city as an example,the analysis and calculation of renovation potential of idle facilities is fulfilled,and three application principles for evaluation are put forward.That would be predictability,type specificity,and systematicity.
