摘　　要：改革开放以来,作为乡村整合者的乡镇政府在乡村发展中发挥了关键作用。其行为演变历经了三个阶段:首先是改革初期乡镇政府主导性整合阶段。乡镇政府积极主导乡村生产生活组织方式和资源配置,赋予乡村民众经济社会发展的权利,推动乡村发展。其次是汲取性整合阶段。随着90年代中期分税制改革和农村税费改革,乡镇政府所能控制资源流失、权力空间萎缩,推进乡村整合主要表现为汲取乡村资源。再次是协调性整合阶段。随着国家反哺农村的力度加大,乡镇政府作为上级政府和乡村中间的协调者,推进项目和社会资本进入乡村。2017年乡村振兴战略对乡镇政府乡村整合行为提出了新要求,乡镇政府将在资源扎根乡村,以及因此需要协调规范乡村各主体利益的背景下,逐步走向内生性整合。Since the reform and opening up,township governments,as the main body of rural integration,have been playing a key role in the development of countryside.Its behavior evolution can be segmented into through three stages:the first stage is the dominant integration stage of township government in the early stage of reform.Township governments have actively led the way of organizing rural production and living and the allocation of resources,endowed the rural people with the right to economic and social development,and promoted rural development.Secondly,it is the absorbing integration stage.With the tax distribution system reform and the rural tax and fee reform in the mid-1990s,the township governments can control the loss of resources and shrink the power space,and the promotion of rural integration is mainly reflected in the absorption of rural resources.It is harmonious conformity stage again.With the increasing efforts of the state to support rural areas,township governments,as the coordinators between the superior governments and the villages,promote the entry of projects and social capital into the villages.The 2017 rural revitalization strategy puts forward new requirements for rural integration behaviors of township governments.Township governments will gradually move towards endogenous integration under the background of resource rooted in villages,coordination and regulation of the interests of various rural subjects.
