摘　　要：纠纷治理是当下中国国家治理尤其是社会治理的重要面向,而信访救济与人民调解的衔接则是完善纠纷多元治理综合机制的重要创制。“访调衔接”的逻辑可从发生逻辑、正当逻辑和技术逻辑这三个维度诠释。其中,信访救济向人民调解的单向度借力,是两者衔接的发生逻辑;由政治正当性、法律正当性和秩序正当性所型构的国家理性之营造,是双方衔接的正当逻辑;以平台主体、案件范围、流转程序等衔接技术为内核的纠纷治理程式化,则是二者衔接的技术逻辑。这表明,在“访调衔接”机制中,人民调解这项社会救济制度已被信访救济这项公力救济制度所“吸附”,为此当下中国纠纷治理的国家化倾向值得关注。It’s an important initiative that people’s mediation docks petition relief to improve the comprehensive mechanism of multiple governance of social conflicts and disputes.The logic of people’s mediation docking petition relief includes the generation logic,the justification logic and the technology logic.The structural inducement of people’s mediation docking petition relief is the coupling between the specific supply of the flexible governance resources of people’s mediation and the actual demand of the source governance of petition on the generation logic.The justification system of people’s mediation docking petition relief consists of the political justification,the legal justification and the order justification on the justification logic.It has established the acceptance platform such as the people’s mediation committee for petition,and defined the docking scope such as civil disputes,and unblocked the procedures on the technology logic.The internal logic of people’s mediation docking petition relief shows that the social relief system of people’s mediation has been absorbed by the public relief system of petition relief.Therefore,it also reveals the nationalization tendency of dispute governance.
