摘  要:区域中心城市规模的扩大通过分工深化、集聚效应和自组织临态跃迁等机制,推动区域产业的形态向细分化、多样化和高级化的复杂性方向发展,为高新区实施创新驱动战略、培育产业发展提供了机遇,也为高新区实施复杂性管理提出了挑战[1]。徐州作为淮海经济区中心城市,随着各种生产要素的集聚、城市规模的扩大和城市空间功能分化,产业形态的多样性、层次性等复杂性也逐步增加,高新区需要通过时间复杂性管理、空间复杂性管理、体制机制适应性进化和大数据辅助管理等方式,抓住中心区域城市规模扩大带来的产业形态提升的机遇,主动通过复杂性管理进一步促进区域中心城市创新功能的实现。The expansion of the scale of regional central city promotes the development of regional industry form to the direction of fine differentiation,diversification and high-level complexity through the mechanism of deepening division of labor,agglomeration effect and self-organization transition,which provides opportunities for the implementation of innovation driven strategy and the cultivation of industrial development in the high-tech zone,as well as challenges for the implementation of complexity management in the high-tech zone. Xuzhou,as the central city of Huaihai Economic Zone,along with the agglomeration of various production factors,the expansion of urban scale and the differentiation of urban spatial functions,the complexity of industrial forms,such as diversity and hierarchy,has gradually increased. The high-tech zone needs to grasp the central regional city by means of time complexity management,spatial complexity management,adaptive evolution of system mechanism and big data auxiliary management The opportunity of industrial form promotion brought by the expansion of city scale,actively promote the realization of innovation function of regional central city through complexity management.
