大科学装置共建共享及其对区域一体化的影响——以长三角为例

摘　　要：区域一体化是经济发展的必由之路,产学研结合是实体经济走出困局的必然选择。大科学装置在区域科技和经济一体化发展中扮演着日益重要的角色。选取长三角作为典型地区,分析大科学装置优化布局和共建共享的思路,引出大科学装置对区域一体化影响的数学化研究,通过经济建模探讨经济发展和学科交叉的困局与出路,进而利用模型推导演绎大科学装置共建共享和分类应用产生的社会经济价值。基于研究发现,提出如下政策建议:大科学装置应加强分类布局,避免重复化建设,亟需建立和完善共建、共管、共享的体制机制;实现区域科技和经济一体化联动发展及协同创新,需要不断激发政府、企业、高校及科研院所等非同类运行主体的活力,最终形成有效合力。Regional integration is the only way to economic development,and the combination of industry,education and research is the inevitable choice for the real economy to get out of difficulties.Large-scale scientific facilities play an increasingly important role in the development of regional science and technology and economic integration.This paper selects the Yangtze River Delta as a typical area,analyzes the idea of optimizing layout and co-construction and sharing of large-scale scientific facilities,introduces the mathematical study of the influence of large-scale scientific facilities on regional integration,discusses the difficulties and solutions of economic development and interdisciplinary development through economic modeling,and then deduces the social and economic value of co-construction,sharing and classification application of large-scale scientific facilities by using the model.Based on the research findings,the following policy recommendations are proposed:strengthening large-scale scientific facilities classification to avoid duplication of construction,establishing and improving the institutional mechanisms of co-construction,co-management and sharing;and to realize the joint development and collaborative innovation of regional science,technology and economy,it is necessary to constantly stimulate the vitality of the government,enterprises,universities and scientific research institutes,and finally form an effective joint force.
