摘 要:基于2007—2018年中国30个省份绿色全要素生产率(GTFP)的面板数据,采用静态、动态空间杜宾计量模型探究异质性环境规制、制度质量对GTFP的影响机制,研究结果表明GTFP提升具有时间惯性和空间溢出效应,其中市场激励型和群众参与型环境规制行为、制度质量提升均表现为积极的助推效应,对东部地区效果尤为显著,而命令控制型手段的竞次效应抑制了GTFP的改进。进一步运用门限回归模型证明制度质量作为门限变量,3类规制手段在突破门限值后分别呈现为分化效应、加速效应和收敛效应,并利用分位数模型证明3类规制手段的区域适用性。最后使用中介效应检验表明资源配置效率、技术效率的改善是加强环境规制和提升制度质量实现GTFP改善的重要途径。中国各区域应根据自身特点制定具有针对性的环境规制政策,继续发挥制度质量的调节效应,形成环境规制和制度质量的合力驱动逐顶竞争,实现治污减排和技术效率改善的双赢局面。Based on the panel data of green total factor productivity(GTFP)in 30 provinces of China from 2007 to 2018,this paper uses static and dynamic spatial Dubin econometric models to explore the impact mechanism of heterogeneous environmental regulations and institutional quality on GTFP,the results show that the improvement of GTFP has time inertia and space spillover effects,among them,market command and mass participation in environmental regulation and improvement of institutional quality both show positive boosting effects,which are particularly significant in the eastern region,while the competition of command and control means the secondary effect inhibits the improvement of GTFP.The paper further uses the threshold regression model to prove that taking institutional quality as a threshold variable,three types of regulatory means appear as differentiation effect,accelerating effect and convergence effect after the threshold is exceeded,and the quantile model is used to prove the regional applicability of three kinds of regulation means.Finally,using the intermediary effect test,it shows that the improvement of resource allocation efficiency and technical efficiency is an important way to strengthen environmental regulation and improve institutional quality to achieve GTFP improvement.All regions in China should formulate targeted environmental regulation policies according to their own characteristics,continue to give full play to the regulatory effect of institutional quality,and form a joint effort of environmental regulation and institutional quality to drive top-down competition to achieve a win-win situation of pollution control and emission reduction and technological efficiency improvement.
