摘　　要：在多方博弈下,中央与地方利益冲突、生产与监督职责混淆、事权与财权分离、局队分治与多头组织、自我认证与近亲执法等体制弊端客观存在,影响统计数据真实性和准确性。因此,深化统计管理体制改革,要以真实准确为宗旨减轻统计报表工作负担、以职责分离为主线理顺统计内部管理关系、以基层投入为重点夯实政府统计工作基础、以局队整合为依托建立统计数据认证机制、以协同执法为手段强化统计造假惩治力度,提升政府统计治理能力。In the process of multi-player game,there objectively exist some institutional defects,such as the interest conflict between the central and local government,the confusion of production and supervision responsibilities,the separation of administrative power and financial power,the division of bureaus and teams and multi-organizations,self-certification and law enforcement by close relative,which affects the authenticity and accuracy of statistic data.Therefore,in order to deepen the reform of statistic management system,it is necessary to reduce the workload of statistic statements based on the principles of authenticity and accuracy,to straighten out the internal management relationship of statistics with the separation of duty and responsibility as the main thread,to lay a solid foundation for government statistic work by focusing on grassroots investment,to establish statistic data authentication mechanism relying on the integration of bureaus and teams,and to strengthen the punishment of statistic fraud by means of collaborative law enforcement,so as to improve the statistic management ability of the government.
