摘　　要：第三方机构主导的远程健康咨询体系是一个复杂适应系统。在外部政策的支持和规定下,体系以第三方机构为核心,其他多元主体共同参与。多种要素在系统内不断交换和互动,共同促进系统向更高级的方向演化。本文以复杂适应系统理论中的聚集、多样性、非线性、流、标识、积木块和内部模型概念为基础,分析第三方机构主导的远程健康咨询体系中的参与主体、政策机制、筹资机制和流程机制,据此提出具体的政策建议,以促进第三方机构主导的远程健康咨询体系的良性发展。The remote health consultation system led by the third-party organizations is a complex adaptive system. Under the support and regulation of policies, the system takes the third-party organizations as the core and other multiple subjects participate in it. Multiple elements exchange and interact in the system, and jointly promote the system to a higher level. Based on the concepts of aggregation, diversity, nonlinear, flows, tagging, building blocks and internal model in the theory of complex adaptive system, the participants, policy mechanism, financing mechanism and process mechanism in the remote health consultation system led by the third-party organizations were analyzed, and some specific suggestions were put forward to promote the development of the remote health consultation system led by the third-party organizations.
