摘　　要：2020年汛期,湖北省在受到新冠肺炎疫情严重冲击后,又遭遇了历史罕见的洪水威胁,防汛形势十分严峻。全省水利部门克服各种不利因素,在省委省政府坚强领导和水利部、长江水利委员会大力支持下,主动担当作为,严密监测预警,科学精准调度,最大程度减少了洪灾损失。从提早充分准备、精心监测预报、及时会商研判、精准科学调度、规范巡查防守、严格检查督导、强化山洪防御、严格值班值守等方面介绍了湖北省2020年防汛救灾形势及水利部门抗洪减灾主要经验做法,分析了防汛工作中存在的问题和不足,提出了下一步思路,对做好今后水旱灾害防御工作具有一定的借鉴和参考价值。In the flood season of 2020,Hubei Province suffered from a rare flood after being seriously impacted by the COVID-19 pandemic.The flood control situation was very severe.Under the strong leadership of the provincial party committee and the provincial government and the strong support of the Ministry of Water Resources and the Changjiang Water Resources Commission,the water conservancy departments at all levels of the Hubei Province overcame all kinds of unfavorable factors,took the initiative to act,monitored and warned closely,operated scientifically and accurately,and minimized the flood losses.This paper introduced the situation of flood control and disaster relief in Hubei Province in 2020 and the main experience and practices of flood control and disaster relief of the water resource departments,from the aspects of early and full preparation,careful monitoring and early warning,timely consultation and judgment,accurate and scientific operation,standardized inspection and defense,strict inspection and supervision,solid mountain torrents defense,and strict on duty.The problems and deficiencies in flood control were then analyzed,and the work ideas at the next stage were proposed.It has certain reference value for future flood and drought disaster prevention.
