京津冀基本公共服务均等化的财政路径研究

摘　　要：随着京津冀协同发展的有序推进,京津冀间基本公共服务不均衡严重制约了协同发展的进一步深化和升级,财政合作具有整合治理、综合集成的特征,能有效解决这一问题。本文分析了京津冀教育、医疗卫生、社会保障、生态环境四类典型基本公共服务的现状,提出了解决京津冀基本公共服务均等化的财政合作路径。With the orderly advancement of the coordinated development of Beijing-Tianjin-Hebei,the imbalance of basic public services between Beijing-Tianjin-Hebei has seriously restricted the further deepening and upgrading of coordinated development.Financial cooperation has the characteristics of integrated governance and comprehensive integration,which can effectively solve this problem.This paper analyzes the current situation of four typical basic public services in Beijing-Tianjin-Hebei:education,medical and health,social security,and ecological environment,and proposes a path for financial cooperation to solve the equalization of basic public services in Beijing-Tianjin-Hebei.
