摘 要:良性的社会医疗卫生制度的激励方向,必然是医院和医生以及相关主体的目标彼此相一致。安徽省阜南县以激励相容重构医疗卫生体系,坚持健康促进的改革基本导向,以“健康养医、以德养医、以技养医”新的激励机制替代“以药养医、以耗养医、以检养医”传统激励机制,通过组建医共体、医联体并引入竞合共赢模式,保障了各方持续性激励的实现,进而取得了良好的社会效果。这一成功探索值得深入研究和广泛借鉴。The incentive direction of a social medical and health system must be benign,which makes the goals of hospitals,doctors and related subjects be consistent with each other.In Funan County,Anhui Province,adhered to the basic reform orientation of health promotion,the reformers restructured the medical and health system with incentive compatibility,and replaced the traditional incentive mechanism of“medicine support,consumption support and inspection support for medical care”with the new incentive mechanism of“health support,moral support and skill support”.Through the establishment of“medical community”and“medical consortium”and the introduction of a win-win model of competition and cooperation,the successfulexploration has ensured the realization of continuous incentives for all parties and achieved good social effects,which is worthy of further researchand extensive promotion.
