荆州市长江岸线管理员制度设计与初步实践

摘　　要：2018年,荆州市率先在全国试行长江岸线管理员制度,初步建立了长江岸线管理员制度体系和标准,试点运行以来,效果良好。介绍了长江岸线管理员制度框架,包括人员组成、职能定位、管理体制等内容,结合实践分析了长江岸线管理员制度中的实践难点及改善措施。长江岸线管理员制度是一种长江岸线监管的有效方式,具有较强的推广借鉴意义。In 2018,Jingzhou City took the lead in piloting the Yangtze River shoreline administrator system nation⁃wide,which has achieved good results since the trial operation.This article elaborates the Yangtze River shoreline administrator system framework,including personnel composition,functional positioning,management system and other aspects and analyzes the difficulties and improvement measures in the Yangtze River shoreline administrator system combining with the practical work of the system.Yangtze River shoreline administrator system is an effective way to monitor the Yangtze River shoreline,which has a strong promotion and reference significance.
