“双一流”背景下我国高校去行政化问题剖析及其对策研究

摘　　要：我国高校"双一流"建设需要破除束缚高等教育发展的体制机制障碍,其核心在于努力摒弃高校管理的泛行政化。本文首先深入剖析了我国高校普遍存在的行政化问题及其成因,并指出"官本位"思想、有限理性下的自利性、自我革新意识与能力的丧失是制约高校"双一流"建设发展的重要阻力。然后,系统梳理了"双一流"背景下我国高校去行政化的相关对策和建议。The construction of "double first-class" in Colleges and universities in China needs to break the institutional and institutional barriers that restrict the development of higher education. Its core lies in the efforts to abandon the pan administration of university management. This paper first analyzes the administrative problems and their causes in China’s colleges and universities, and points out that the "official standard" thought, self-interest under limited rationality, and the loss of self-innovation consciousness and ability are the important obstacles restricting the construction and development of "double first-class" in colleges and universities. Then, it systematically combs the relevant countermeasures and suggestions on the de administration of Chinese Universities under the background of "double first-class".
