精准扶贫视阈下农业保险国家干预的偏失与矫正

摘　　要：农业保险精准扶贫强调国家干预的到位和对位。农业保险国家干预的宏观方式是进行制度供给,微观方式主要是给予财政补贴。我国农业保险存在干预失灵与制度失灵。本文通过考察域外农业保险干预模式,并深入分析我国农业保险国家干预的具体情况,提出以下完善建议:应在农业安全与国家安全、农业生产与保险行业之间寻求利益平衡,完善绩效评价制度、金融支持制度、监管制度,在保障精准扶贫目标实现基础上,兼顾保险行业利益。The precision poverty alleviation of agricultural insurance emphasizes the implementation and coun⁃terpoint of state intervention.The macro method of national intervention in agricultural insurance is to provide insti⁃tutional supply,and the micro method is mainly to give financial subsidies.China's agricultural insurance has inter⁃vention failures and system failures.This paper examines the foreign agricultural insurance intervention model,deeply analyzes the specific situation of China's agricultural insurance national intervention,and puts forward the following suggestions for improvement:We should seek a balance of interests between agricultural security and na⁃tional security,agricultural production and the insurance industry,improve the performance evaluation system,fi⁃nancial support system,and supervision system,and take into account the interests of the insurance industry on the basis of ensuring the realization of the targeted poverty alleviation goals.
