摘　　要：全国正在稳步推进政府机构改革和农业综合行政执法改革以及事业单位分类改革。动物检疫机构和检疫工作受到的冲击较大,很多机构被撤并,队伍被打散,客观上检疫职能有被弱化的趋势。为进一步摸清基层动物检疫工作现状,河南省新乡市动物卫生监督所于2019年及时组织对辖区内的动物检疫有关情况开展调研,理清基础设施建设、检疫队伍、经费保障、工作时间、检疫出证、标识发放、备案生猪运输车辆管理及检疫模式等存在的问题,并由此提出对应建议,为下一步我国动物检疫制度改革提供借鉴。At present,the country is steadily pushing forward the reform of government institutions,the reform of comprehensive agricultural administrative law enforcement and the reform of classification of public institutions.Animal quarantine institutions and quarantine work have been greatly impacted.Many institutions have been removed and merged,the team was broken up.Objectively,quarantine function tends to be weakened.In order to further understand the current situation of animal quarantine at the grass-roots level,in 2019,Xinxiang animal health supervision institution organized investigation on animal quarantine in the area under its jurisdiction.The existing problems in infrastructure construction,quarantine team,fund guarantee,working time,quarantine certificate issuance,label issuance,record management of pig transport vehicles and quarantine mode were clarified,and the corresponding suggestions are put forward.At last,the analysis in this article will provide some reference for the next reform of animal quarantine system of China.
