以锦州海事局为例谈港口建设费征稽管理信息化的研究与应用

摘　　要：在国家简政放权、放管结合、优化服务的行政改革的大背景下,海事管理机构对船舶进出港的管理由事前审批调整为事中事后监管,新时期的港口建设费征稽管理工作也面临新的挑战。文中介绍了锦州海事局在港口建设费征稽管理信息化的研究与应用,依托信息化系统解决征稽管理环节中出现的各类问题,以期进一步提升海事征稽服务水平,促进规费征稽工作现代化。Under the background of the national administrative reforms to streamline administration,delegate more powers,improve regulation,and provide better services,the control of ships entering and leaving the port by the maritime administration has been transformed from pre-implementation approval to in-process and post supervision,and the management of port construction charge collection and inspection in the new period is also faced with new challenges.This paper introduces the research and application of information technology in port construction charge collection and inspection in Jinzhou MSA,which solves the various problems encountered during the process of collection and audit management by virtue of the information system,aiming at further improving the service of maritime charge collection and inspection and promoting its modernization.
