摘　　要：实行“人车分离”制度是保障广大渡海旅客人身安全的一项重要措施,但该制度在实施过程中存在个别司机拒不配合的困境,文中就采用“黑名单”制度来确保“人车分离”制度的执行进行讨论。The"separation of people and vehicles"is an important measure to ensure the safety of passengers who travel by ro-ro passenger ships.However,the refusal of cooperation of some drivers has made it difficult to implement the regulation.The paper introduces the adoption of the"blacklist"system in ensuring the implementation of the"separation of people and vehicles".
