摘　　要：基于IALA指南框架,文中梳理了现阶段沿海航标助航服务签约外包的方式和方法,研究符合我国沿海航标管理实际情况的航标助航服务签约外包方式,分析存在的问题和不足,最后提出相应的对策和改善措施。Based on the framework of IALA guidelines,this paper reviews the modes and methods of service outsourcing of aids to navigation(AtoN)in coastal areas at the present stage,studies the modes of AtoN service outsourcing in accordance with the actual situation of coastal navigation management in China.It analyzes the existing problems and deficiencies,and finally proposes the corresponding countermeasures and improvement measures.
