秦岭北麓违建别墅事件的性质、原因及影响

摘　　要：2014年5月至2018年4月习近平总书记先后五次就秦岭北麓违建别墅事件作出批示和指示,但都没有在当地得到很好的贯彻落实。秦岭北麓违建别墅仍然整而未治、屡禁不止。习近平总书记第六次作出重要批示后,2018年7月至10月秦岭违建别墅中央专项整治工作组成立并进驻陕西,历时三个多月的秦岭北麓违建别墅整治工作成效显著。通过两年来公开披露的违建别墅整治情况及官员腐败案件,可以看出:秦岭违建别墅事件是严重违反政治纪律的案件,是新时代政治与经济问题交织的腐败典型案例。造成大量违建别墅的原因有:对生态文明思想认知偏差、权力寻租与利益输送、制度漏洞与道德风险、围猎官员与政府俘获等。秦岭违建别墅事件得到整治,其影响和教训远远超出事件本身。From May 2014 to April 2018,General Secretary Xi Jinping gave instructions and directives on the illegal construction of villas at the northern foot of Qinling Mountain five times,but they have not been well implemented locally.Illegal building of such villas is not curbed at all.After General Secretary Xi gave the sixth important instruction,the Central Special Rectification Working Group of Qinling illegal villas was established and stationed in Shaanxi from July to October 2018.The rectification of illegal villas at the northern foot of Qinling Mountains has achieved remarkable results.Rectification of such illegal villas and corruptions cases as disclosed in these two years reveal that Qinling illegal villa building incident is a serious violation of political discipline and a typical case of corruption where political and economic issues are intertwined in the new era.Reasons for the large number of illegal villas are as follows:cognitive deviation of ecological civilization,power rent-seeking and interest transmission,institutional loopholes and moral hazards,hunting officials and government capture,etc.Illegal villa construction in Qinling Mountain has been rectified,but its influence and lessons go far beyond the event itself.
