乡村旅游合作社运行机制、实践困境与相关建议——基于S省Y村旅游合作社的案例分析

摘　　要：随着我国乡村旅游产业的不断发展,乡村旅游合作社也随之孕育而出。乡村旅游合作社作为一种新型的农民互助合作组织,既具有我国农民专业合作社的特征,也因其经营范围的特殊性具有一定的独特运行机制。文章以S省Y村乡村旅游合作社为例,探究乡村旅游合作社发展的运行机制与实践困境。研究发现:当前乡村旅游合作社的机构设置与运行方式偏向企业化;利益分配方式以按股分配为主,按劳分配为辅;经营风险控制较好,经营利润较高;但同时存在组织机构不健全,缺乏内外监督;规章制度不明晰,缺乏规范管理;社员受教育程度低,缺乏政策供给等实践困境。With the continuous development of the country’s rural tourism industry,rural tourism cooperatives have also emerged.As a new type of farmers’mutual aid cooperative organization,rural tourism cooperatives not only have the characteristics of Chinese farmers’professional cooperatives,but also have a certain unique operating mechanism due to the particularity of their business scope.The rural tourism cooperative of Y Village in S Province was taken as an example to explore the operating mechanism and practical difficulties of the development of rural tourism cooperatives.It is found that the current institutional setup and operation of rural tourism cooperatives tend to be enterprise-oriented.The profit distribution stresses more on shares than labor.Operational risk control is good with high operating profits.At the same time,there are practical difficulties such as imperfect organization,insufficient internal and external supervision,lack of clear rules and regulations,standardized management,and policy supply,as well as low education level among cooperatives members.
