长江三角洲区域一体化发展中的海关监管制度改革与发展路径探析

摘　　要：长江三角洲区域一体化是一项国家战略,海关在长三角区域一体化过程中占有较为重要的地位,长三角区域海关一体化是一个渐进的过程,区域海关已经实行通关一体化的海关监管模式,使用统一的海关信息化管理系统,建立起促进一体化发展的海关协调机制。但是,面对区域经济这一发展有差异、需求有不同、资源有特色的大系统,海关监管理念、管理模式、法律制度等还存在诸多不适应,在区域经济一体化的战略指导下,海关应积极面对、分析和解决存在问题,保证长三角区域海关通关监管更加顺畅,创新制度推进更加有效,全力支持“稳外贸、稳外资”“保产业链供应链稳定”等党和国家统筹疫情防控和经济社会发展工作的顺利推进。The integrated development in the Yangtze Delta Area is a national strategy and Customs plays a critical role in the process.The integration of customs operations in this Area is a progressive process.At present,the integrated clearance has been accomplished,customs information systems have been unified and the coordination mechanism to facilitate the integration has been established in this Area.However,given the diversity and disparity in economic development,demand and resources in this Area,the current customs control model and legal system do not completely fit into this Area.Under this guidance of this strategy,the customs should face up to,analyze and address the problems,so as to ensure smoother customs procedure and more effective innovation in institution in this Area and to press ahead the tasks of“stabilizing foreign trade and investment”,“safeguarding the stability of industrial chain and supply chain”and other priorities of the government in fighting the pandemic and promoting social and economic growth.
