摘 要:文章通过梳理《大气污染防治行动计划》政策措施,运用排放因子法针对各个省市统一筛选并评估了11项(31个省市共计341项)政策措施在不同部门、不同省市的CO2减排效果。研究表明,产业结构调整与布局和锅炉改造治理两项措施的CO2减排效果最为明显,分别来带73674.73和54453.57万t的CO2减排量;工业部门和建筑部门对全国CO2减排贡献度高达98%,在各省市CO2减排总量的占比大多在90%以上;CO2减排效果最好的3个省分别为:河北、山东和天津(39041、10123和9670万t),占全国CO2减排总量的43%。最后从措施、部门和省市层面提出了实现CO2和大气污染物协同控制的建议。This paper investigated the policy measures of the National Air Pollution Control Plan and used the emission factor method to select 11 measures for each province or city(341 measures in 31 provinces and cities).Based on these policy measures,the CO2 emission reduction effect of different departments and provinces was evaluated.The results showed that the CO2 emission reduction effect was the most obvious by performing adjustments of the structure and layout of industries and the boiler retrofitting and control,with 736747300 tons and 54453700 tons respectively.The industrial sector and the construction sector contributed almost 98%of the total CO2 emission reduction,and also accounted for more than 90%of that in various provinces and cities.Hebei(390.41 million tons),Shandong(101.23 million tons)and Tianjin(96.7 million tons)were the three provinces with the best CO2 emission reduction effect,accounting for 43%of the total CO2 emission reduction in China.Some suggestions for the coordinated control of CO2 and air pollutants were proposed from the measures,departments and provinces and cities.
