新工科背景下高校教师党支部书记队伍建设

摘　　要：高校教师党支部书记具有“学科带头人”和“支部领路人”的双重属性,是高校基层党建的“关键少数”。基于政治定力、组织凝聚力、领导执行力、创新创造力、育德育才力,构建“双带头人”支部书记核心能力的“钻石模型”。在国家加快建设发展新工科的背景下,通过对支部书记队伍提供科学、系统的管理和培训,建立切实有效的保障激励机制,打造一支党建和业务相结合、双促进的骨干力量。这对于服务高校“双一流”建设,并且进一步将立德树人的初心和使命内化,具有时代意义。The university teacher party branch secretaries have dual attributes of“academic leader”and“branch leader”who are the“critical minorities”in the grass-roots party building in universities.This paper bases on the political willpower,organizational cohesion,leadership and execution,creativity and talent cultivation capability to establish a“Diamond Model”for improving core ability of the party branch secretaries as“dual leaders”.Under the background of the national accelerating development of the new engineering disciplines,it is necessary to establish an effective guarantee and incentive mechanism,building the backbone team in party building and disciplinary development through scientific and systematic administration and training.The model is of great value in the new era to promote the“Double First-Class University Plan”in universities and to internalize the mission of“strengthening moral education and talent cultivation”.
