摘 要:在新一轮科技和产业变革推动以及各种“逆全球化”思潮干扰的新一轮国际产业转移背景之下,需要重新审视劳动力这一生产要素对一国参与全球价值链分工所发挥的作用。可基于门槛效应模型和投入产出模型,利用世界投入产出表数据,对劳动力成本与全球价值链参与度的关系进行了分产业、分国别考察。主要研究结果表明:无论是产业转出国,还是产业承接国,劳动力成本对其全球价值链参与程度的影响,均取决于劳动力成本上升所带来的成本效应和生产率效应之间的博弈。由于在不同时段内不同国家两种效应力量大小不同,劳动力成本上升对制造业行业全球价值链参与度的影响呈现出明显的门槛效应。在此基础上的进一步分析可为中国制造业如何应对新形势下的全球价值链格局演变提供有益依据。Under the background of a new round of international industrial transfer which is pushed by the new round of technological and industrial transformation and disturbed by various“anti-globalization”thoughts,it is necessary to re-examine the role of labor force as a production factor in a country’s participation in the division of global value chains(GVCs).Based on the threshold effect model and input-output model,this paper uses the world input-output table data to investigate the relationship between labor cost and GVCs participation by industry and country.The results show that,whether one is an industry transfer country or an industry undertaking country,its impact of labor cost on GVCs participation depends on the game between the cost effect and productivity effect brought by the rising of labor cost.Because the two effects are different in different countries and different periods,the impact of the rising of labor cost on GVCs participation in manufacturing industry shows obvious threshold effect.The further analysis based on the above conclusion can provide valuable enlightenment for Chinese manufacturing industry to cope with the evolution of GVCs pattern under new situations and circumstances.
