西方经验借鉴下志愿服务组织建设机制探析

摘　　要：我国的志愿服务组织建立较晚,在制度建设方面亟待发展完善。西方发达国家志愿服务组织发展时间较长,制度体系建设趋于成熟。总结了美国、德国、丹麦志愿服务体系建设的经验,即创新服务理念,才能营造良好的社会氛围,获得广泛的社会参与度;完善成熟的法律和制度保障是志愿服务组织发展壮大的重要前提和必备条件;科学合理的角色定位与分工是志愿服务组织持续健康发展的重要保障。提出了适合我国志愿服务组织良性发展的建议。The establishment of voluntary service organizations in China is relatively late when compared with its counterparts in the west.And it is in urgent need to develop better construction policies.In western developed countries,voluntary service organizations has been mature after years of development.This paper summarizes the experience from the United States,Germany and Denmark and draws up that only with the innovation of service concept can we build up a proper social atmosphere and attract more people in participation.Mature legal and institutional guarantee is an important prerequisite for the development and growth of voluntary service organizations.Scientific and reasonable role positioning and division of labor is an important guarantee for the sustainable and healthy development of volunteer service organizations.Some suggestions for the benign development of voluntary service organizations in China are put forward.
