摘 要:谣言是特定时期内缺乏事实支撑,又被人们通过口口相传、书面传播和网络推送的,给社会带来较大影响的负面信息。从一般意义上讲,治理谣言既需要明确界定谣言标准,推进宣传教育工作,又需要实现对造谣传谣制裁的全覆盖,尤其是通过制度建设形成谣言治理的长效机制。谣言治理是个长期性、艰巨性的系统工程,既需要党委政府发挥引导作用,也需要专业组织与志愿者广泛参与。治理谣言中,只有实现不同主体间的信息互通、技术共享、多方协同,才能快速提升治理成效。Rumor is a kind of negative information,which is not supported by facts in a specific period,but also spread by people through in oral or written forms or on Internet,and thus,has a great impact on the society.In a general sense,it is necessary to define the rumor standard clearly,promote the propaganda and education of banning rumor,and realize the full coverage of rumor and rumor sanctions,especially to form a long-term mechanism of rumor governance through system construction.Rumor management is a long-term and arduous systematic project,which requires both the Party committee and the government to play a guiding role and professional organizations and volunteers to participate widely.In the governance of rumors,only by realizing information exchange,technology sharing and multi-party cooperation among different subjects can the effectiveness of rumor governance be improved rapidly.
