北京市高技术产业与第三产业互动发展的路径及对策分析

摘　　要：高技术产业的发展带动了技术进步,推进了相关领域生产性服务业、新型服务业的发展,成为了影响区域经济结构的关键性要素。对于北京而言,高技术产业与第三产业之间存在着互动发展的关系。针对北京市高技术产业与第三产业互动发展对策,研究提出:北京市高技术产业的政策及制度与区域经济发展的政策及制度相统一协调;构建北京市高技术产业的"产、学、研"协同创新体系,提升区域科技创新与经济竞争能力;与服务业发展布局相结合,合理规划北京市高技术产业园区的建设,打造产业集群发展模式;提升北京市高技术产业的技术创新效率及自主研发能力,增强企业的原始创新,提高高技术产业的竞争优势;实现北京市高技技术产业与区域经济的可持续发展。The development of high-tech industry drives technological progress. It promotes the development of producer service industry and new service industry.It becomes a key factor that affects the regional economic structure. For Beijing, there is an interactive relationship between the high-tech industry and the tertiary industry. The following countermeasures are put forward: harmonizing the policies and systems of Beijing high-tech industry and regional economy;building a collaborative innovation system of high-tech industry in Beijing;supporting the transformation of science and technology to productivity, promoting the reform of high-tech industrial system and mechanism in Beijing;combining with the development of service industry, rational planning the construction of high-tech industrial park in Beijing;further improving the innovationefficiency and independent research and development capability of the high-tech industry in Beijing;enhancing the enterprise primitive innovation;promoting the competitive advantages of Beijinghigh-tech industry;strengthening the transformation of traditional industries by high technology, and building the industrial cluster development mode;realizing the sustainable development of high-tech industry and regional economy in Beijing.
