摘　　要：为了实现投资效益最大化,解决注气提采与战略储气库协同建设经济评价的诸多难题。针对进入到开发中后期的油气藏,如何提高储量的动用程度,转变老油气田的开发方式已迫在眉睫。通过对注气提采方案和储气库方案的反复对比研究,发现注气提采方案买气成本很高,方案很难有效益,而油气藏型储气库作为天然气供应链中调峰储备的重要组成部分,具有造价低、运行可靠、垫底气可部分回收等特点。面对二者异同点,采用了一系列的技术攻关和相关方法研究,提出了注气提采与战略储气库协同开发的新模式,探讨了技术领域的经济问题。本文以塔里木油田A油藏为例,对"注气提采加储气库"协同建设这一全新建设模式的经济评价难点进行分析,研究结果表明,注采气井与地面集注系统共建时投资劈分、油气开发项目与储气库项目共建时成本分摊及效益核算等方法都是有章可循的,从而解决了注气提采项目和储气库项目成本费用核算问题,既让共建项目的成本靠实合理,又能实现共建项目更好的效益。In order to maximize the investment benefits of natural-gas projects and solve some difficulties in economic evaluation on collaborative constructing gas injection EOR and strategic gas storage,many comparative studies on gas injec⁃tion EOR and gas storage schemes were implemented repeatedly.In view that gas injection EOR scheme can hardly be cost effective due to high gas cost while the gas storage rebuilt from oil and gas reservoirs have the advantages of low con⁃struction cost,reliable operation,and partially recovery of cushion gas,a new model of collaborative development of both gas injection EOR and strategic gas storage was put forward with A oil reservoirs in Tarim oilfield as examples.In addi⁃tion,the difficulties in the economic evaluation on the new construction model,namely collaborative constructing“gas in⁃jection EOR+gas storage”,were analyzed.It is indicated that there are available rules on the investment splitting in the joint construction of gas injection-production wells and surface gathering-injection system and on the cost allocation and benefit accounting in the joint constructing oil and gas development projects and gas storage projects.In addition,the new economic evaluation model can increase the financial net present value of collaborative projects greatly,and it can not only embody the value of collaborative construction,but also provide reference for evaluating similar projects.
