摘 要:公安机关勤务辅警胜任力由其隐性素质和显性特征共同决定,它是警务辅助工作绩效评测中绩优者的深层次表现。通过因素分析法将辅警能力素质按照不同维度划分为相互独立的层次结构,利用层次分析法在同维度下将专家组对胜任力特征的主观判断与客观计算结合起来,使辅警绩效评测过程数学化、逻辑化。通过构建辅警胜任力模型,为多目标、多准则的辅警能力素质评测提供定性、定量分析决策方法,促进辅警队伍的科学管理与制度建设。The competence of auxiliary police in public security organs is made up of implicit qualities and explicit features,which is embodied by those who perform excellently in the performance evaluation of auxiliary police.In this paper,through factor analysis,the capability and quality of the auxiliary police are divided into mutually independent hierarchical structure according to different dimensions,while at the same time,the subjective judgment and objective calculation of the competency features from the expert group are combined under the same dimension by employing the analytic hierarchy process,so as to achieve mathematization and logicalization of the performance evaluation process.The competency model of auxiliary police constructed can provide qualitative and quantitative analysis as well as decision-making methods for the multi-objective and multi-criteria assessment of the capability and quality of auxiliary police,thus to promote the scientific management and mechanism construction of auxiliary police.
