摘　　要：党的十九届四中全会对国家制度和治理体系建设作出了全面部署,把坚持和完善党的领导制度体系放在了首位,其中,从严治党制度为党的领导制度体系建设提供了保障。全面从严治党制度建设是马克思主义政党学说的本质要求,要坚持党要管党,全面从严治党的根本方针,以深化党的建设制度改革为动力,以组织建设为关键,以规范党内政治生活为根本,以完善和落实全面从严治党责任制为保障。The Fourth Plenary Session of the 19th Central Committee of the Party made a comprehensive deployment for the construction of the national system and governance system,putting upholding and improving the party’s leadership system in the first place.Among them,the strict governance of the party system provides a guarantee for the construction of the party’s leadership system.Comprehensively and strictly governing the party system is the essential requirement of Marxist party theory.We must uphold the party’s fundamental policy of managing the party and administering the party strictly,to deepen the reform of the party building system as a driving force,to take organization building as the key,to regulate political life within the party as the fundamental,and guaranteed by perfecting and implementing the responsibility system for comprehensively and strictly governing the party.
