摘　　要：随着新冠肺炎疫情在国内得到有效控制,党中央多次强调指出,积极的财政政策要更加积极有为。在这样的现实背景下,研究不同类型的财政政策对成都市经济高质量发展的非均衡性影响:一方面讨论如何健全政策工具组合的协同和传导落实机制;另一方面测度不同类型的财政政策对三次产业发展的作用效果。研究结论既有助于改善财政政策调整优化所面临的调控力度小、效率低和政策空间不足等问题,也充分反映了加快结构性改革和要素价格市场化等最新趋势。As the COVID-19 Pandemic has been effectively controlled in China,the Party Central Committee repeatedly emphasized that a proactive fiscal policy must be more proactive.Under such a realistic background,this paper focuses on studying the unbalanced effects of different types of fiscal policies on the high-quality development of Chengdu's economy:on the one hand,it discusses how to improve the coordination and implementation mechanism of the policy tool portfolio;on the other hand,it measures the effect of the fiscal policies of different types on the development of the three industries.The conclusions not only help to improve the adjustment,efficiency and space of fiscal policy adjustments and optimizations,but also fully reflect the latest trends such as accelerating structural reforms and factor price marketization.
