广西生态工业园区建设模式及对策研究

摘　　要：广西生态工业园区建设已经取得可喜成效,形成了有特色的建设模式,获得了宝贵的实践经验。生态工业园区建设应遵循国家相关标准和要求,以工业生态学、循环经济学等理论为指导,以环保和节约意识为前提,以节能减排和资源效用最大化为目的,以技术创新和制度创新为关键,以物质循环利用、节能减排为重点,以政策、金融、监督、奖惩机制为保障,实现资源高效循环利用和环境有效保护。The construction of Guangxi Eco-industrial park has achieved gratifying results,forming a distinctive construction model and gaining valuable practical experience.Ecological industrial park construction should follow the national related standards and requirements,take the industrial ecology and circular economy theory as the instruction,with environmental protection and conservation awareness as the premise,energy conservation,emission reduction,and resource utilization maximization as the goal,and technological innovation and institutional innovation as the key,focusing on material recycling,energy conservation and emission reduction,and guaranteed by policy,finance,supervision,and rewards and punishments,so as to achieve efficient recycling of resources and effective environmental protection.
