摘　　要：在21世纪头20年集中力量全面建设小康社会,是中华民族在20世纪末人民生活总体上达到小康水平后,根据中共十五大确定的"到二○一○年、建党一百年和新中国成立一百年的发展目标"提出的。这是实现现代化建设第三步战略目标必经的承上启下的发展阶段,也是完善社会主义市场经济体制和扩大对外开放的关键阶段。全面建设小康社会的战略决策是基于已达到的小康存在低水平、不全面、发展很不平衡问题做出的,旨在实现经济社会结构性演进。从中共十六大起至十八大前,中国紧紧抓住和用好发展的重要战略机遇期,拓展了经济社会发展空间,全面均衡发展扎实推进,人民物质文化生活日益丰富。The focus on building a moderately prosperous society in all respects in the first 20 years of the 21st century was put forward by the Chinese Nation in accordance with the"development goals for 2020,the centenary of the CPC and the centenary of the People's Republic of China^^set at the 15th National Congress of the CPC after the Chinese people had achieved a well-off society on the whole at the end of the 20th century.This is not only the stage of development that must be taken as a link between the preceding and the following in order to achieve the third strategic goal of the modernization drive,but also a key stage in improving the socialist market economy system and opening wider to the outside world.The strategic decision of building a moderately prosperous society in all respects is based on the low-level,incomplete and unbalanced development of well-off level that has been achieved and aimed at achieving a major structural evolution of the economy and society.From the 16th National Congress of the CPC to the 18th National Congress of the CPC,China has seized and made good use of the important period of strategic opportunities for development,expanded the space for economic and social development,made solid progress in an all-round and balanced development and enriched the material and cultural lives of its people.
