天嘉宜爆炸事故深层原因与完善化工企业安全监管机制的研究

摘　　要：通过分析天嘉宜公司爆炸事故的直接原因以及深层原因,在开展某区涉危化工企业“体检式”安全筛查的基础上,针对涉及危险废弃物仓库和危险废弃物回收利用工艺企业的安全隐患,分析了涉及对化工企业具有管理职能的环保部门、应急管理部门、质监部门、住建部门应急中介服务机构存在的交叉监管和技术服务薄弱现象。其中环保部门对危险废弃物的存储安全问题存在监管薄弱现象,市场监管部门对气体钢瓶检测资质企业的安全管理也缺少必要的明确要求。针对企业安全生产交叉管理问题,从企业本身、相关职能部门和中介服务机构等主要责任方提出相应的建议。By analyzing the direct and deep reasons for Tianjiayi explosion accident,on the basis of screening hazardous chemical enterprise in a region,contrasting with hazardous waste(HW)warehouse and recycling enterprises themselves potential safety hazard,we analyzed in this paper the phenomenon of cross-supervision and weak technical services in the environmental protection department,emergency department,market supervision bureau,housing construction bureau and intermediary service institutions that have management functions for chemical companies.In particular,the environmental protection department had weak supervision on the storage safety of hazardous waste,and the market supervision department.Meanwhile,it lacked the necessary clear requirements for the safety management of gas cylinder testing qualification enterprises.The corresponding suggestions are propounded from the perspective of the enterprise,relevant government functional departments and intermediary service institutions.
