论《陕甘宁边区施政纲领》的三重属性

摘　　要：《陕甘宁边区施政纲领》作为考察中国共产党执政历程的重要历史文献,全面反映了延安时期党的重大关切问题,立体呈现出党的局部执政图景。尽管这一文献仅仅2000余字、21条,但却蕴含着中国共产党局部执政的“四梁八柱”。该纲领是在特定历史条件下将新民主主义理论与实践相结合的重大创新成果,其基本属性有效聚合了“执政方略”“准宪法”及“党内法规”三重属性,是三者的有机统一。多维度探讨这一纲领的基本属性,将有助于深化不同历史时期党的执政理论与实践研究,有助于认识中国特色社会主义制度的孕育、形成和发展,有助于理解新时代下的“治国理政”“依宪治国”“依规治党”问题。As an important historical document to investigate the governance process of the CPC,The Administrative Policy for The Shaanxi-Gansu-Ningxia Border Region comprehensively reflects the major concerns of the CPC in the Yan’an Period and presents the prospect of the Party’s local governance in a three-dimensional way.Although this document contains only over 2000 characters and 21 articles,it contains the“four beams and eight pillars”of the CPC’s partial governance.The program is a major innovation that combines the theory and practice of new democracy under certain historical conditions.Its basic attributes effectively combine the three attributes of“governing strategy”,“quasi-constitution”and“inner-party laws and regulations”,and constitute the organic unity of the three.A multidimensional discussion on the basic attributes of this program will help deepen the research on the Party’s governing theory and practice in different historical periods,help to understand the gestation,formation and development of the socialist system with Chinese characteristics,and help to understand the issues of“governing the country”,“governing the country by constitution”and“governing the Party by rules”in the new era.
