摘　　要：行政處罚法時隔24年迎來全面修訂,在擴大地方的行政處罰設定權限、賦予鄉鎮街道行政處罰權的同時,能否將具有行政制裁性質的失信懲戒措施納人調整範圍,成為頗受關注的重點難點問題。After 24 years,the Administrative Penalty Law is finally undergoing a comprehensive revision.Except for expanding the local authority of administrative penalty and empowering village and town govemments and sub-district offices to impose administrative penalties,w hether the punishment measures for dishonesty with the nature of administrative sanction can be brought into the adjustment scope has become a key and difficult issue of common concemn.
