摘　　要：人民战争是中国革命、建设和改革取得胜利的重要法宝,也是抗疫斗争取得胜利的重要法宝。中国的抗疫斗争是中国共产党领导下的护佑人民的根本利益的总体战,是全民动员、全民参与的阻击战。疫情防控人民战争保证了人民的生命安全和身体健康,扩大了中国共产党的群众基础,完善了中国特色社会主义制度,捍卫了中国的国际地位并展示出负责任大国形象。将疫情防控人民战争的战略优势转化为国家治理效能,必须强化领导力优势,坚持和完善党的领导制度;发挥强大的基础力优势,健全充满活力的基层群众自治制度;统筹兼顾,发挥合力制胜的优势,坚持和完善共建共治共享的社会治理制度;凸显科技取胜优势,完善科技创新体制机制;加强国际合作,彰显人类卫生健康共同体的价值引领优势。People s war is the key to the victory of the Chinese revolution, construction and reform, as well as the fight against the COVID-19 epidemic. China s fight against the epidemic is an overall battle to protect the fundamental interests of the people under the leadership of the Communist Party of China, and a war of resistance based on popular mobilization and participation. The People s War for epidemic prevention and control has protected the safety and health of the people, expanded the mass foundation of the Communist Party of China, improved the system of socialism with Chinese characteristics, safeguarded China s international status, and demonstrated China s image as a responsible power. To transform China s strategic advantages of preventing and controlling the epidemic into effectiveness in national governance, we must strengthen our advantages of leadership and adhere to and improve the Party s leadership system;we must give full play to the advantages of a strong foundation and improve the dynamic grassroots self-governance system;we must make overall plans and take all factors into consideration to create the advantages of joint efforts, adhere to and improve the social governance system wtih joint construction, governance and sharing;we must highlight the advantages of technology, and improve the system and mechanism of technological innovation;and we must strengthen international cooperation and demonstrate the advantages of a leadership in values with regard to building a community of human health.
