摘　　要：数字“一带一路”是数字经济与“一带一路”的结合。中国与中东国家共建数字“一带一路”是推动“一带一路”建设在中东地区走深走实的创新举措,也是构建中阿命运共同体的重要抓手。数字经济新业态蓬勃发展、双方均将发展数字经济作为重要发展战略、中国数字经济发展能力、双方良好的关系等,为中阿共建数字“一带一路”打下了深厚的基础。随着“一带一路”倡议在中东地区的加速推进,中国与中东各国在数字基础设施、电子商务、移动支付、技术创新等领域的合作取得了积极进展,成效日益显现。除了上述合作领域外,双方在移动游戏、数字媒体等领域也有很大的合作空间。与此同时,双方也面临中东营商环境亟待优化、地缘政治与安全困境、中东网络安全问题呈加剧趋势、区域内数字经济发展差异大、数字人才培养和供给不足,以及美国等西方国家蓄意破坏抹黑等现实挑战。鉴此,双方可通过加强政策沟通与协调、协助推动地缘政治冲突的解决、软硬两手应对美西方的破坏抹黑、加强网络安全和数字治理的合作、携手缩小数字鸿沟、加快数字人才培养和培训等措施,加快共建数字“一带一路”。Digital Belt and Road is the combination of digital economy and the Belt and Road Initiative.The joint building of the Digital Belt and Road between China and the Middle Eastern countries is an innovative measure in further promoting the Belt and Road construction in the Middle Eastern region,it is also an important boost for the building of a community of shared future for China and the Arab countries.The vigilant development of the digital economy,the importance attached to the digital economy by both sides,China’s capability of digital development and the sound relationship between the two sides have provided them with great cooperation potential and broad development space.However,the two sides also face some realistic challenges such as urgent need to optimize the business environment,the geopolitical conflict and security dilemma,the deliberate destruction and stigmatization by the United States and the West,the deteriorated cybersecurity threats in the Middle East,the great disparity in the development of digital economy in the region,and the shortage of digital talent training and supply.The two sides can accelerate the building of the Digital Belt and Road by strengthening policy communication and coordination,helping to resolve geopolitical conflicts,dealing with the destruction by the United States,strengthening cooperation in cybersecurity and digital governance,and working together to narrow the digital divide and speed up cultivation and training of digital talents.
